It looks like 'Radin-esque' PR rubbish to me... in any case, as soon as one starts talking about partial measurements (in QM terms). I switch off.

I only gave the article a brief read as I’m not into the details with orch-or. But partial measurment in this context simply means you only measure one of two entangled qubits.
