This must be Dewitt's body cam.

The officer here says "Get over here Beddoes" so we know it's not Beddoes' body cam.
That's Dewitt's video mentioned by the author of the book... immediately after Dewitt says "Get over here Beddoes" but before he says "We're helping, we're coming" there is a muffled sound, it does have the sort of muffled sound inside a car, but it could also be voices further away on the bridge, picked up during a period of quiet, apparently there were alot of what Tyler calls Gorpers . But, the sound is nothing like the various descriptions given by the officers, of a calm, clear, adult, female voice saying "help me, help me".
The other thing is, that it's sooo easy to overlay a bit of audio onto a video nowadays... to get youtube hits. One really needs the original video from the police.

I very much doubt your last sentence, it seems like it's from the channel of the Body Cam Video for Officers company, but I agree with your first paragraph.

I didn't notice that, but fantastically, there is another bodycam video of the rescue on that channel... in this one I can hear (at approx 22 secs onwards) the very similar muffled voice before, during and after Dewitt says his two lines... it's one of the rescue team, it's much louder from this position, so must be nearer. That completely rules out that voice as being the anomalous adult female voice which said 'help me, help me'.

Good detective work! And good ears. Yeah, it at least makes it very likely it's one of the rescue team voices.
Nothing in these footage videos anyway seems to indicate either the voice heard, or the officers responding to the voice in the way it's described in the testimony and articles.
I'd have to go through the testimony and accounts again, but I'm curious to know if the officers say WHEN they heard that voice. Were they already on the car working on it, or was it a voice that allegedly drew them to the car?

No it's not... but...
...the first CNN video interview I posted, seems to suggest, the voice did occur immediately before one of the officers said "We're helping, we're coming"... and there is the higher pitch voice on both body cam's, it's the same voice on both, louder on the alternative bodycam, and is talking all the time, before, during and after the Dewitt bodycam audio. It doesn't sound anything like "help me, help me" to me... but in a stressful situation like that... your waiting, listening for life, need to get in there, the winch still isn't in place, pressure is building, and... hmmm, I have a doubt.
The first reports suggested they heard a voice, that was not a child's saying help me, later it became an adult voice, and later it became an adult female voice. Another times it was mentioned as "help us". One even seemed to imply he could sort of hear a voice, but it's almost like he wanted to say he could feel someone needed help, asking for help, but not quite a voice.
Unfortunately it's put a bit of doubt in my mind, now that I have heard the body cam audio, so now I'll just say I remain open minded on this one. Four separate factual statements would have been better... I'm not saying they didn't have an anomalous experience, it's just that it seems they all had a different experience, and two of them seemed less clear about what they heard.
And just to add... there is that white noise of the rushing river right beside them... it can allow stuff to break through into an experience that isn't there... but you may be listening for...

I think I'm exactly where you're at with this Max.
Just another hypothesis: they heard a voice, but it might not be recordable, meaning not an actual sound that could've been heard by other people but something in consciousness that wasn't only "in their minds" also.
