Hi Paul,
It is good to see you here again - how are you getting on, do you still work in software, or are you retired?
I am ploughing my way through the book and I think I can give you a definite answer to that.
He says that there must be a fundamental layer of reality that has free will and is eternal.
He points out that entities with free will can combine together to produce higher layers of reality don't enjoy free will. I.e. that it is easy to build on a substrate with free will to create everything we know, but it isn't possible to create a layer with free will from lower layers that lack free will. I buy that argument, but I know others (probably including you) would argue the other way!
I get the impression that Faggin has put a great deal of thought into his ideas, but I don't think he has built some hardware from his ideas. He is, of course, a hardware man, and I do wonder if he has something in mind. I may find out before the end of the book.
