If I recall correctly (and I'm sure there's a convenient acronym for that too), Tom met Monroe through being employed to help set up that research lab. He found that he could, with practice, have similar experiences to those described by Monroe. I'm going on memory here from either reading a website or watching a video or - well I don't remember where I saw it but these events as described remain lodged in my memory.
I do not make any clear distinction between mind and God. God is what mind becomes when it has passed beyond the scale of our comprehension.

In that post I linked to, there's a free version of Far Journeys (1985, NY, Broadway Books) one can read online.
(There are other explorers with their initials given and their job: executive, psychologist, social worker, etc.). Monroe says a breakthrough came in 1974 when the explorers in the lab, all in the same time-frame, some without meeting each other or cross-communicating (p. 39), established contact with non-human entities.
Here's one of TC's explorations in the lab (p. 51 in the book, page "31" online):

as we can come to understanding and being a part of, our understanding
a part of our creator, our over-soul daydreamer, if you like, then sort of
the more power to us. The more of that we can understand, then the
more learning that we've acquired. So it's not really—well, I take that
back. It's not so much that we are driven to expand our awareness or that
we should be, other than it's available, and being available makes it a
direction in which we can evolve if we so choose. That's a little jumbled
to myself, but that's the way it's coming out."

Tom also describes his experiences with Robert Monroe and his involvement with the Monroe Institute near the start of his own book (trilogy) My Big TOE, which I never ended up finishing.

Regardless though I've had multiple people warn me about the pursuit of occult knowledge in general and specifically OOBEs.

I remember years ago reading an author (not one mentioned in this thread) commenting on what he termed 'spiritual athleticism', considering it a diversion which did not directly contribute towards a path which might be considered uplifting or beneficial for the soul.
On the subject of OOBEs, it was something I began to explore a little, many years ago but after a while I realised I was entering somewhere while being completely unprepared. It wasn't frightening or dangerous at all at that stage, but from the little I did experience, I considered it risky since I had no guide or helper of any kind and it was better left unexplored, at least by me at that time.

All that is great, (if extremely vague), but what happens if others learnt to manipulate the system for their own ends, and knowledge about that was hidden, and/or wiped out.

I only watched a bit... but it honestly sounds to me like a vague mixture of cherry-picked stuff that is already out there... and probably doesn't lead anywhere... I don't get any sense that Tom has 'escaped his simulation' using the ideas he's proposing (but each to their own).
Yoichiro Sako's work on Clairvoyance in adolescents is so much more tantalizing... now-a-days, you can only find bits about ESPER... he wrote a book, published in Japanese, but it was never translated. You can still find some published papers online.

The left shows all these different constructs. Within each construct, like the one the people are looking in*, there are many realms (such as we see in the midldle picture). To the right are dimensional spaces that exist within each realm.
Interesting bit about souls having always existed, having always had their individuality, and that no individuality-dissipating merger will ever occur.
Also confirms, like other sources, that "hellish" NDEs are people still stuck in their own thought field at that moment.
(*So it is possible to stand outside all constructs.)
