Not all ETs concur, I would expect that.

As to "bigger", once many people on our planet began to accept the possibility that there could be communication with other beings in other dimensions and other planets, an atmosphere was created making it easier for them to be able to speak with us without interfering with our free will. Because now with our new understanding that there is more to life than just physical reality many people on our planet will choose to want to interact with beings from other worlds and other dimensions of existence.

When we chose to interact, then our energy went out into the universe like an invitation to other worlds letting them know that it was now appropriate to be able to interact with us in more open ways.

What this means, ultimately, is that Earth is slowly becoming a member of a much larger neighborhood of civilizations. We are no longer just going to be by ourselves so bring on "bigger".

So basically I could tell you right now that I channelled some alien and they said "Oh yeah that guy Psst, we talk to him all the time. He's full of shit, he's completely delusional, and we have no idea why he keeps saying what he's saying."

In short, weather modification research and development for a variety of purposes including military applications. However I do recommend not taking my word for it since I provided links. Although I do recognise it's many hours and pages of data and it's unrealistic to expect someone to go through all of it just like that.
