Compelling strange shadowy figure footage

This footage seems to me to be a bit more striking than the usual kind of thing.

Thoughts as to what could be creating this effect?

From what I can gather, someone working at that hotel pointed out this footage to this youtuber:

Quote:This is what i know about this footage. The security system in the eagles hotel in Quincy, Illinois. Some things had come up missing off the housekeepers cart and so she ran the cameras back. The doorway that you see is actually the opening to the elevator, and when the door opens, a light comes on- if theres no light that means the door is closed, which means the figure came out of nowhere.

Employees have reported seeing a small shadow out of the corner of their eyes, hearing giggling, and the maintenance man in particular seems to get the most attention by this ghost- people seem to notice these things around the maintenance man in particular.

When asked about the doorways and the building itself this was the reply. "Its an older building, and it basically looks like a big doorway, and the elevator is "hidden" I've seen this in other building here in Illinois. It looks like it has more depth because the doors are shut, if they had opened you would see light from the elevator."

More interesting than usual, I might say.
I went direct to the original FB video Clip, and examined that frame by frame.

I don't have any immediate suggestions as to the cause. As is often the case, we are looking at a second-hand version, a camera-phone  pointed at a TV monitor screen, only the person holding the camera was looking directly at the original footage. But that's an aside, it just means we see a lower-quality image. I don't think it in any way explains anything - other than the mesh-effect which is an interaction between screen-pixels and camera-pixels, the moiré effect.
