Several points in your starting post have connections to what Tom Delonge has said about what he knows, from his sources in the government. One of those has semi 'came true', with that NYT story.

a) 2017 - 2019 (probability 98%) (fall of 2016 is "focal point" for this): Some form of ET life will be common, mainstream knowledge and will change the mindset and plant the seed that will eventually grow into the first open contact event with the YahYel around 2027 – 2034.

Following, is similar to what Tom and his company have said that they are trying to do.

Tom mentioned that Atlantis was part of what someone in Govt told him, with it being true. I think I remember that from an interview with George Knapp sometime in the past few years.

i) 2020-2025: We will be able to confirm historically the existence of Atlantis (probability above 90%). Someone will find the last "hall of records that exists". History will have to be rewritten. A large percentage of what was lost in the library of Alexandria will be found in this "hall of records".

Haven't you heard. I am completely mental.  

There isn't a single source but a compilation of information that spreads across several platforms. Channeled information, physical and mental mediumship sessions (automatic writing and trance/non-trance data), angelic communicators (Carroll/Kryon and Abraham/Hicks e.g.). On a rare occasion, spirit communicators.

What is astounding is that not only do you get ET information, information about the probabilities of the so-called 'future' (which are energy readings of the momentum of concepts in our collective consciousness at the time of the reading). The Essassani people, where Bashar is recognized as a first contact specialist, in particular, have explained how the Earth dream works, how the multiverse operates and how to best navigate physical reality.

Those teachings are what solidifies their truthfulness and good intentions. They are simple, fundamental and they work.

The focal point of these 'prophecies' is not to give us information that we can use to fact check them. That issue is secondary for when the truth is told, ET doesn't care one iota if you or I or anyone else believes in them at all. Like kind vibration finds like kind vibration automatically, they allow life to unfold, come what may.

The focal point is to give us clearer choices, we can choose the scenarios they represent or choose something else. It is similar to saying "Here is where you are as a species. Here is where you are going. Which physical reality do you prefer, these or others? They know we create any physical reality as we choose.
