Psience Quest

Just a random thought looking at ways DNA evidence could be used to frame someone...linking that to all the other ways ppl will soon be able to manipulate perceived reality...could alien civs just throw their hands up and willingly abandon technological progress ("progress"?)?

It doesn't have to be everyone - it could be top-down enforcement, some kind of eco/social terrorist attack on infrastructure and/or fuel sources, or bottom up rebellion.
