I attend more aery-faery New Age horseshit events than I should rightfully admit to and the words vibration, frequency, oscillation, etc. are tossed around without any clue as to what they actually mean. So I get where you are coming from.
I have a layman's version of what vibration actually is so there is not much I can tell you that you don't already know about what vibration and frequency are in physical reality.
I am being very literal. The matching of frequency - like two alike tuning forks, one still, one plucked, both vibrate at the same rate - is the key to telempathy. The vibration comes from our energetic existence, analogous to a holographic version of All That Is. Like two lovers who empathetically know what each other is going to say, complete each other's thoughts (thoughts are energetic constructs).

Here is something interesting. We are seen by ET as vibrating at ~ 150Khz, at 220Khz +/- a being becomes quasi-physical, at 330Khz, fully non-physical.
